Bureaucratic customer portal

This is the customer-facing portal for AutoFlow's bureaucratic first three products: FOIA, Apostille, and Passport.

The full portal UI (case intake, packet generation, approval gates, source receipts, mailing tracking) is served at /portal by the AutoFlow app on 127.0.0.1:1420.
